State Highways vs District Roads in India: Who Maintains Them?

November 7, 2026

Evergreen explainer — not a live road-status bulletin. A road labelled “SH” on a map is not automatically managed by the National Highways Authority of India. Responsibility depends on the road’s classification, state arrangements and, sometimes, a project-specific agency. This guide explains how to identify the right authority before seeking repairs or planning a journey.

What is a state highway?

A state highway generally links important towns, district centres, economic hubs and connections to national highways within a state. The state government usually plans and manages its state-highway network through its highways or public works department, although development corporations and concessionaires may be responsible for particular projects. Road names and numbers differ between states; do not assume that an SH number identifies the same road nationwide.

State highways, major district roads and other district roads

  • National highways (NH): routes designated as national highways; maintenance and development may involve NHAI, NHIDCL, MoRTH or state public works agencies depending on the section.
  • State highways (SH): major state-level routes generally overseen by state highway authorities.
  • Major district roads (MDR): roads connecting district centres, market areas and other significant local destinations.
  • Other district roads (ODR): roads supporting local connectivity between smaller settlements and larger routes.
  • Village and rural roads: may fall under rural development, panchayat or other local bodies, depending on the state and scheme.

These are functional classifications, not promises about lane count, surface condition, toll-free access or the agency currently maintaining every segment. Kerala’s Public Works Department manual explicitly distinguishes SH, MDR, ODR and village roads in its road-condition records; Tamil Nadu’s Road Maintenance and Management System similarly provides public interfaces for state highways and district-road classes.

Who repairs potholes and damaged shoulders?

Start by identifying the road’s administrative owner. For a state-maintained road, the relevant state highways or PWD division is usually the first contact. For a municipal street, contact the municipality or corporation; for a rural road, check the local body or rural development department. If a private operator maintains a concession road, the concessionaire may handle first-line maintenance under the supervising authority.

Routine road maintenance is broader than filling potholes. Kerala’s official PWD manual describes ordinary repairs, periodic surface renewal and special repairs. It lists drainage clearance, culvert upkeep, shoulder repairs, erosion control and maintenance of road signs among important tasks. A pothole may recur if underlying drainage or pavement defects are not addressed.

How to report a state highway problem

  1. Record the exact location: state, district, road number/name, nearby landmark and GPS coordinates where safe.
  2. Describe the hazard: pothole, broken bridge approach, missing sign, blocked drain, flooding or damaged guardrail.
  3. Document it safely: a photo taken from a safe stopping location can help; never stop in a live traffic lane to photograph damage.
  4. Find the correct department: consult the state highways/PWD portal or district administration for the responsible division and complaint channel.
  5. Keep the acknowledgement: save the complaint reference, date and contact details for follow-up.
  6. Escalate immediate danger: if a road hazard creates an emergency, contact local emergency services and police rather than waiting for a routine complaint response.

How to verify road updates before a trip

Look for notices from the state highways department, PWD, district collector, police or traffic authority. Check the date, the exact road section and whether a restriction is current. A project announcement, tender or budget allocation does not prove that construction has started, a road has opened or traffic is diverted. Similarly, a mapping app’s estimated journey time is not an official closure notice.

Tamil Nadu’s Road Maintenance and Management System offers a road-class-based public interface. Kerala publishes a PWD manual explaining maintenance categories and procedures. These are examples of authoritative reference material, not evidence of a live closure or a specific road’s present condition.

Do state highways have toll plazas?

Some state road projects can have user fees under applicable state rules or concession arrangements. Do not apply a national-highway toll rate or FASTag pass benefit to a state road without checking the relevant operator’s rules. For general toll-plaza verification, see our guide to checking toll plaza charges. Drivers planning routes can also browse the highway map and national highways directory, while confirming important details against official notices.

Frequently asked questions

Does NHAI maintain every highway in India?

No. NHAI is one of several agencies involved in national highways. State highways and local roads generally have different administrative owners.

Does an SH road always have two lanes?

No. Road classification describes a network role, not a guaranteed lane configuration. Width and condition vary by section.

Can a state highway become a national highway?

Road classifications can change through official government decisions. Check current notifications and road authority records rather than relying solely on old signs or map labels.
